how do you classify something as fiction?

Please dont say, “if it’s not real, it’s fiction!” I know that! XD but what I mean is that Im doing a report and i need a fiction piece on atlantis. There’s one book that takes the original legend and tries to historically prove some of his writings, but most of it is just his beliefs. is this fiction, or non-fiction, then?
